16 And the ten horns that you saw, they and the beast will hate the prostitute. They will make her desolate and naked, and devour her flesh and burn her up with fire, 17 for God has put it into their hearts to carry out his purpose by being of one mind and handing over their royal power to the beast, until the words of God are fulfilled.
From the very moment that God spoke and brought the creation into existence he has sovereignly controlled all things by his decree to bring about the very plan and purpose for all creation that he had in mind prior to anything being created. This world is not moving along aimlessly with God’s occasional intervention for course correction so that he can be sure his will is being accomplished. No, God is actively working in the lives of people and in the movements of nations so all might be fulfilled. This can be seen in the active hand of God working during the days of the Great Tribulation that will cause the kings of the world to transfer their authority and power over to the beast. Look at the nations now how they war and bicker and fight, but God will move in the hearts of their leaders in that day and they will relinquish their sovereignty as a nation over to another. This seems impossible from our perspective, but God will do it, he will put in the hearts of these leaders the desire to follow the beast and make him king over all the earth. God is working out a plan and will bring it to completion, but our concern is not so much about the details of this plan, but the mission he gave to the church – which is to make disciples of all nations. Until these days come upon us our focus is not to be caught up on what will happen in the future, but to stay focused on the one task we have been given – proclaim the good news of Jesus Christ to a lost and dying world.
